Coastal Commission Certification of Land Use & Development Codes

In November 2007, the Board of Supervisors adopted separate County and Montecito Land Use and Development Codes (LUDCs) that superseded the former zoning regulations. This represented the culmination of the Zoning Ordinance Reformatting Project (ZORP) that began in late 2003 as part of Planning and Development Department’s land use process improvement efforts.

The County and Montecito LUDCs were submitted to the California Coastal Commission in December 2007 as an amendment to the County’s certified Local Coastal Program. Once certified, the County and Montecito LUDCs will replace the existing Article II Coastal Zoning Ordinance as the implementation portion of the County’s Local Coastal Program.




Project Status

The California Coastal Commission considered the Coastal Commission staff’s recommended modifications to the County and Montecito LUDCs at their public hearing of August 12, 2010. At the request of the Santa Barbara County Board of Supervisors, the Coastal Commission took testimony from County representatives and members of the public, and provided input on suggested modifications 9, 10, 13, 21, and 34, but did not take any action on the suggested modifications so that the County could conduct local informational sessions to apprise interested members of the public as to the potential impact of the suggested modifications.

It is estimated that this item will be heard again at the Coastal Commission’s meeting in November. This meeting is scheduled to occur between November 17th and November 19, 2010, in the Los Angeles/Orange County area.
