Paradiso del Mare Ocean and Inland EstatesThe applicant, CPH Dos Pueblos Associates, submitted permit applications for two single-family residences and accessory structures on two separate, adjacent parcels on the Gaviota Coast. The parcels are located south of Highway 101 approximately one mile west of the City of Goleta. One application is for a residence on a 64.80-acre parcel that adjoins the ocean, referred to as the Ocean Estate (Coastal Development Permit 06CDH-00000-00038/APN 079-200-004). The second application is for a residence on a 77.90- acre parcel that adjoins Highway 101, referred to as the Inland Estate (Coastal Development Permit 06CDH-00000-00039/APN 079-200-008). The two parcels are bisected by the Union Pacific Railroad right of way. The project also includes guest houses, garages and other accessory structures for each of the two homesites. Water lines and other utilities would be extended to the project site (Conditional Use Permit 07CUP-00000-00065 and Coastal Development Permit 09CDH-00000-00045). The project includes offers to dedicate easements for public lateral access across the project site and vertical access to the beach (Conditional Use Permit 10CUP-00000-00039 and Coastal Development Permit 10CDP-00000-00094). It also includes a conditional offer to dedicate an easement for a public parking lot on the Inland Estate. Permit Application Numbers: 06CDH-00000-00038, 06CDH-00000-00039, 07CUP-00000-00065, 09CDH-00000-00045, 10CUP-00000-00039 and 10CDP-00000-00094. Project StatusThe County circulated a Draft Environmental Impact Report (09EIR-00000-00003) in fall 2009. The County prepared draft responses to more than two dozen comment letters that were submitted, but suspended work on the EIR shortly thereafter when the applicant decided to revise the project. In March 2011, the applicant submitted a revised project description and additional data and information in an effort to reduce or avoid adverse impacts on the environment identified in the DEIR. The changes include, but are not limited to, moving the development envelope of the Ocean Estate approximately 1,200-feet to the west and shifting the development envelope of the Inland Estate approximately 150-feet to the south for a “clustered” development proposal. These changes, along with new project alternatives, will be analyzed in a revised EIR. The County will re-circulate and conduct a public hearing on the entire revised Draft EIR and reviewers will be asked to submit comments on the entire revised document.
