    Joan Zeluck & D.H.L. Realty Company (owner/applicant) are proposing to subdivide a 14.36 acre parcel into 12 residential lots and 1 open space lot. The parcel is located in a 1-E-1 zone district in the San Antonio Creek Road neighborhood. Proposed residential parcels would range in size from 43,560 square feet to 48,192 s.f. The project includes architectural standards for future residential development. The open space lot would measure 95,836 s.f. and is proposed to accomodate storm water retardation in a new graded basin, a portion of a new access road and the majority of the 2.72 acre easement for native grassland restoration. The grassland restoration easement would also include portions of four of the residential lots' rear yards. Two new internal roadways, Cozy Drive and Cozy Lane, would be constructed as part of the initial tract improvements to connect to San Antonio Creek Road and Via Los Santos respectively. Water would be provided by the Goleta Water District and, upon annexation into the District, the Goleta Sanitary District would provide sewer service to the lots.
