Activities That Require Department Permit

New driveways off public roads

  • Is it a second dwelling?
  • Is width of existing drive okay?

Any work within the County road right of way
Hauling 1,000 cubic yards or more
Street lighting (frontage improvement).
Annexation into any applicable Lighting District.
Long term road maintenance agreement for private roads or privately maintained roads within Public easements.


Application Permit Process

Applicant to submit three sets of plans (no larger than 24" x 36"). Information to be included in the plans:

    - Site plan (Vicinity Map) showing private property line and County Road Right of Way in relationship to the edge of street pavement
    - The edge of pavement and gutter lip
    - North Arrow and Scale. Scale must NOT be smaller than 1" = 20'.
    - Addresses and Assessor's Parcel Numbers.
    - If trenching is over 30 meters (100 feet) engineered plans with stationing may be required.
    - Trench Detail (Depth, Width, etc.)

Differentiate between all existing improvements (structure, hardscape, landscape, etc) and the proposed new improvements, including but not limited to the following:

    -
    Hardscape (asphalt and/or concrete) to include driveway approach(es), parking areas, paving, curbing and/or berms, sidewalks, curb and gutters, etc. Show type and dimensions
    -
    Drainage facilities, both major and minor
    -
    Trenching and/or the placement of utilities to include utility boxes, pedestals, pads, vaults and poles, etc. shall be delineated in a typical trench detail outlining the size, type, length, location, etc.
    -
    Landscaping to include trees, shrubs, groundcover, irrigation facilities, walls, pillars, fences, gates, and a planting schedule/legend.
    -
    All other miscellaneous construction and improvements.

A Public Works Cost Estimate including Engineering Analysis and Calculations. Cost Estimate may not be required for minor construction.

      - Incompleteness Items:

    • Does project require a traffic impact study?


      • A. Description of uses/events
        B. Site plan delineating all easements
        C. Street improvements and required roadway widths
        D. Demonstration of adequate sight distance
        E. Onsite stacking (storage) and circulation

    - Conditioned Items:

    • Does the project meet the specific operational requirements?


      • A. Driveway locations/conflicts
        B. Minimum roadway widths
        C. Turning radii
        D. Frontage improvements
        E. Signage
        F. Striping
        G. Parking configuration and supply
        H. Mitigation fees

In addition to the above requirements, the required forms within the Application Package (Departmental Clearance Request Form, Permit Information Contact List, and Property Owner (Permittee) Authorization form) shall be submitted to the appropriate Road Division Permit Office for review and permit issuance.
