I.  Definitions and Exemptions—The group decided to pursue this any further, prior to the selection of the zoning ordinance update consultant, was not a good use of time.

 

 

 

Residential Use

 

Baseline/Threshold Criteria   (Yes/No questions)

Is the proposed project on a legal parcel?

Is there an absence of any previous permit or map conditions that would require the exercise of discretion for this project?

Is it a permitted use?

Are the slopes <20% in the area to be disturbed/improved?

Is the project either exempt from or in compliance with all environmental and archeological tests?

            Is the site free of known geologic hazards?

            Is it outside of an identified flood hazard zone?

            …

Does the proposal not trigger a development plan?

Are there adequate public/private utility and related services?

 

 

Design Criteria / Bounding Tests (questions yielding calculated answers)

 

Note:  the values may be absolutes or on a sliding scale, based on such criteria as the size of the parcel, etc.

 

Does the required grading:

Move <50 cubic yards?

Achieve cut and/or fill heights <3 feet?

 

Are any proposed structures of a single story with average height <h feet?

 

Are the front setbacks >a feet? side setbacks >b feet? rear setbacks >c feet?

 

Does total development occupy <d% of the total parcel?

 

Is structural development <e% of the total parcel?
