Discussion

A.  Review and Update

All four Steering Groups are meeting at 2-week intervals

Zoning Ordinance RFP discussed; additional feedback provided; Tom to integrate into RFP

Second Ministerial Permit Process Improvement status report to BoS on September 23.  Staff report will probably be available on-line approximately 7 days before meeting.

B.   Alternative Approaches for How We Can Proceed

1.      Discussion of  the Options Identified at Last Meeting

2.      Selection of Our Preferred Approach.  Discussion addressed such options as:  sub-groups vs. not, format v. substance, quick wins v. tackle the big items, coordinating with the ordinance revision consultant v. recommending putting that effort on hold, etc.  The group’s decision was to try some easy substance (e.g., what should be exempt that isn’t now, what should be ministerial that isn’t now, etc.) at the next meeting, to see how that progresses.

 

C.  Identification of Low-Hanging Fruit

Permit exemptions:  examine the list of activities requiring a ministerial permit; many of them might be able to be considered as activities that could be exempted.

Definitions

Thresholds: what should be ministerial?

Develop a zoning requirements matrix.

Specify minimum standards for community plan policies.

Put all overlays in one place

Chart out all major requirements for a 10,000 sq. ft. lot in each depending upon its governing documents, identifying the necessary steps for different basic characteristics (e.g., flat vs. hills; trees vs. none; …)

 

D.  Next Steps—Before Next Time

Analysis of permit requests submitted during August, in the South County and North—Tom to distribute in advance of meeting; all members to review

Exemptions—Tom to distribute; all members to review

Definitions—John G. to distribute selected definitions before meeting; all members to review

Matrices on Standards—Tom will distribute at the next meeting copies of the chart John Watson used as an example

Each member to design a ministerial project for an ag., commercial, residential, or industrial project, and bring the results to Meeting #4 on September 30
