Steering Group 3:  Ordinances and Policies

Simplifying, standardizing, and updating our zoning ordinances — the current ordinances are, in some areas, unintentionally inconsistent and lead to conflicting interpretations.  The amount of overlap between the various Community Plan Policies and Comprehensive Plan Policies (with slight differences between them all) invites confusion. Among other improvements, we could completely overhaul the three Zoning Ordinances to add clarity, eliminate ambiguity, increase their usefulness as guiding documents (by including illustrations and drawings), and merge them into one comprehensive document; address desired deviations due to Community Plan policies through overlays; and undertake ongoing maintenance of the ordinances.
Simplifying, standardizing, and updating our policies — we also need to: simplify, clarify, and standardize (where distinctions are without a purpose) Development Standards for all Planning areas; develop specific guidelines, especially in hot areas, for such issues as urban agricultural zones, greenhouses, Isla Vista (after the adoption of the Master Plan), motor courts; slope/grading/hillside ridgeline; house size; building height; creeks; biology; and setbacks for corner, odd-shaped, and interior lots; among others.  We could institute a review of “emerging issues” by the PC/Board outside of case processing so that we can establish a database of guidance on these issues for planners to reference.

Professional Assistance— the Board has authorized us to retain an expert in ordinance updates and revisions to assist in this effort.  The RFP for this consultant will be presented to the Board on September 23.
