General information:
Group Chairman Dave Cross called the meeting to order at 4:34 p.m. Attendees included: Alice Howell, Dan Nemechek, Terrell Fletcher, Dave Cross, Susan Warrenstrom, Bernice Stableford, Kimberly McCarthy, Suzette Naylor, Emma Probert, and Tom Frutchey as facilitator.
Minutes:
The November 19, 2003 meeting minutes were approved unanimously as corrected. General Discussion:
Recap of December to come in 2003 Board of Supervisors meeting.
Kudos to Dave Cross and Suzette Naylor for their great presentations.
To ensure that we are all on the same page, we need to work with 1) Dianne Meester on which recommendations P&D intends to, and is able to, proceed with; and 2) Steve Mason to price out our specific recommendations and to take them back to the Board of Supervisors for concrete adoption. The hope was expressed that Dianne and Steve can have that information available by our next meeting.
The steering group is developing many good ideas. The key will be in the implementation and follow-through.
We need to keep track of what has been accomplished.
Dave and Suzette are going to ask for a meeting with Dianne and Steve Mason prior to the holidays.
We need to keep departmental staff informed, involved, and committed to positive movement.
Harrell Fletcher asked why Zoning Code 661 is not being addressed in the zoning code update.
Given the challenges the other groups are facing, Steering Group 1 is open to taking on any work they wish to transfer.
Structure and schedule for our upcoming meetings:
Tentative next meeting: January 7 at 4:30 to 6:30 p.m. If we have not made sufficient progress by then, we will meet next on January 21.
Dave Cross will talk to Gerry and lighten his load, for example, by rotating the notetaking assignments.
Next course of action:
Web page progress: Proceedings; committee is monitoring its progress. Annie is programming Kim's checklist. At appropriate points drafts will be circulated to the Process Subcommittee and the Web Page Subcommittee.
The Q subgroup is looking at, among other ideas, assigning senior staff people to intake.

An early February meeting with all four focus groups is currently being planned.
Additional Topics:
One Stop Shop – Bill Pal is considering meeting with the other departments.
Certificates of compliance -- Bob Royster is working with Mike Evanston and Dianne to resolve the problems in this process.
