Steering Group 1:  The Nature of the Interaction

 

Charter

The sooner we can provide needed information to potential applicants, the better able they will be to ensure their proposals meet policy and ordinance standards.  Types of improvements that could be considered include, for example:  that all policies, application forms, handouts, and other relevant documents be placed on our web site; that we open up the entire process, routinely meeting with and listening to interested individuals and groups; and that we develop and make available interpretive information material on key policy issues, process steps, etc.

Reducing the conflict and, wherever possible, eliminating it.  The conflict tends to arise because there are differing perspectives and objectives, paired with high stakes.  The areas of common interest far outweigh the differences, however.  By building on those areas of common interest, we can find collaborative solutions, not compromises.  When conflict does occur, we need to manage it better, so that it:  is at a high, conceptual level (e.g., what is reasonable development of a constrained lot); is as early in the process as possible; is conducted professionally; and achieves positive outcomes.

Improving training of staff, applicants, and agents>— we need to be providing just-in-time training to everyone involved, in all key concepts, on the changes that are occurring, and identifying the resolution of identified problems.  P&D will provide training in our ordinances and policies and their interpretation; local architects and planning consultants, among others, can provide us reciprocal training in design issues and related matters.

Restructure the interaction so that all parties work to develop and implement alternatives that achieve all parties’ objectives to the extent possible, and spend our time, energy, and the applicants’ money realizing projects the most closely satisfy all objectives.
