Montecito Floor Area Calculator and Project Statistics Worksheet. P&D has revised the Montecito Board of Architectural Review (MBAR) application to include a new interactive PDF that calculates floor area and project statistics for residential projects. Applicants enter project information and statistics into shaded cells. The calculator automatically enters statistics into clear cells. Applicants need to print the calculator on the cover sheet of plans submitted to MBAR. Click here for the revised MBAR application.
Microfiche Images Available Online. P&D has been converting our microfiche planning street address files into digital format so that our customers may access them online. Converted files are available through our digital archive here. A user guide for the archive is available here. We will continue to add new planning address files as soon as they are converted.
Medical Marijuana. On January 19, 2016, the Santa Barbara County Board of Supervisors adopted Medical Marijuana Regulations. Please click here to view the new regulations and frequently asked questions.
Gaviota Coast Design Guidelines. The Gaviota Coast Plan and Design Guidelines were adopted by the Board of Supervisors on November 8, 2016 and are now in effect in the inland portions of the Gaviota Coast Plan Area. The Plan and the Design Guidelines will not take effect in the Coastal Zone until certified by the California Coastal Commission. To view or download the Design Guidelines, please click here. Montecito Architectural Guidelines. On May 17, 2016 the County Board of Supervisors adopted the Montecito Architectural Guidelines and Development Standards Limited Update and minor related ordinance amendments. The updated Guidelines will take effect on June 17, 2016 in the inland portions of Montecito. The updates will not take effect in the Coastal Zone until certified by the California Coastal Commission. Protecting the Wildlands Eastern Goleta Valley Community Plan. A new brochure highlights new provisions adopted as part of the EGVCP and Land Use and Development Code for the unique mountainous areas of the Eastern Goleta Valley.
New Home Energy Checklist Santa Barbara County’s Energy and Climate Action Plan (ECAP) requires applicants to complete a Home Energy Checklist for residential building permits for additions, alterations, and/or remodels (excluding repair and/or maintenance). This Checklist will provide homeowners the tools they need to inspect the various areas of their homes for potential energy upgrade opportunities. The Home Energy Checklist is available at:
Sustainable Groundwater Management Act (SGMA) The Sustainable Groundwater Management Act (SGMA) was signed into law by Governor Brown in 2014 and amended in 2015. SGMA provides a framework for the sustainable management of groundwater supplies by local agencies. Expedited Plan Review for Small Rooftop Residential Solar Energy Systems. The Santa Barbara County Building and Safety Division is offering 10 days expedited plan review for qualified, small roof-mounted residential rooftop solar energy systems. New Regulations Restrict Irrigation. On December 1, 2015 Governor Brown issued an Executive Order to reduce irrigation with potable (drinking) water on new and rehabilitated landscapes. The Executive Order is being implemented through the State Green Building Code and the County’s Water Efficient Landscape Ordinance Application. The new standards went into effect on December 1, 2015. All landscape plans must comply with the most stringent applicable regulations regarding irrigation.
New ePV Permit Application Process. Starting December 1st we are offering a new email plan submittal service for roof mounted Photovoltaic systems limited to 10 kW ac power or less. Once an account for billing is approved, acontractor can submit 11x17 plans via email to rmpvpermits@countyofsb.org for our review and approval. The approved and stamped plans will then be emailed back to the applicant for construction within approximately 10 business days. Application package downloaded here...
